Does the EAA apply to your business?

To qualify as exempt, a microenterprise providing services must meet both requirements:

  • fewer than 10 employees
  • annual turnover or balance sheet total of €2 million or less (either one is enough)

About the European Accessibility Act

The European Accessibility Act (Directive (EU) 2019/882) sets common accessibility requirements for key products and services across all 27 EU member states. It has applied since 28 June 2025.

Who has to comply

  • E-commerce and online stores selling to consumers
  • Banking and consumer financial services
  • Electronic communications and messaging services
  • Audiovisual media services (streaming, video-on-demand)
  • E-books and dedicated reading software
  • Passenger transport websites, apps and ticketing
  • Consumer hardware: computers, smartphones, TVs, e-readers, ATMs and self-service terminals
  • Public-sector bodies and publicly owned or publicly funded organisations (under separate public-sector accessibility rules)

Who is exempt

  • Microenterprises providing services — fewer than 10 employees and annual turnover or balance sheet of €2 million or less
  • Businesses that don't offer covered products or services on the EU market
  • Cases of disproportionate burden — but this requires a documented, reviewable assessment

Key dates

  • 28 June 2025 — the EAA applies to products and services placed on the market
  • 28 June 2030 — transition deadline for certain existing service contracts and self-service terminals
